Huntington Beach Loses Anti-SLAPP Motion Against State

The city was supposed to adopt the Baylands Specific Plan by May 18 but now says it won't be able to do so until fall. HCD has threatened fines and other enforcement action.

The city finally approved its 2021-2029 housing element. But compliance depends on whether a judge and HCD will accept a vastly increased overlay system.

Plus, the city must pay $50,000 a month going forward if it does not pass a compliant housing elements. The Attorney General may go after other cities in the future

Most of the 15 jurisdictions are located in the San Joaquin Valley. Many expressed surprise, saying they are actively going back and forth with HCD on their housing elements.
